[Feature Request]: Output to remain the same position while encoding scrolls

### Feature description

User request:

> Can the output panel we displayed as a separate layer so that it remains in position while we scroll down a long encoding panel to find a setting we’d like to change. In the old days we used to do this with HTML frames but I think they fell out of favor.
> The advantage her would be that no matter what encoding or data filter panel selection we’re making, we see immediately the affect that has on the visualization/table without having to scroll back up to see the output display. The back and forth is not great. ;-)
