[Feature Request]: Sidebar with accordion in the encoding panel

### Feature description

We got a feature request from a user during the feedback gathering session for the UI/UX refactor of the teal sidebars.

> Is it possible for it to have some an icon when encoding panel is hidden (like the filter tab one does)?

This feedback eludes to the creation of the encoding panel as a sidebar similar to the teal sidebar. Once we have a shiny module to achieve this, we can reproduce this in the teal modules that need this.
