Selecting no selection in values removes filter (instead of selecting nothing)

It seems weird that the selection is cleared if the range shows 0 values. This is some odd behavior that is different from the filter panel.

Let's say: `120-169` (see code including all and notification on the bottom)

I have the same grip with the categorical when nothing is selected, but maybe this can be addressed in a different issue as it's a common problem.
