R markdown vs Quarto

It would be great to use Quarto, but there are a couple of things holding us back
1. We cannot directly specify the output location to save the rendered document
2. Well, maybe it is mostly just the above one, but the `rmakrdown::render()` function does allow us to easily pass an env to the rendering env. We don't take advantage of this at the moment, but would be helpful
