[Feature Request]: Provide short description to each vignette for each packages

### Feature description

An example: https://dplyr.tidyverse.org/articles/index.html
This is achieved by adding a separate `description` field inside vignette. Example: https://github.com/tidyverse/dplyr/blob/b359331a448a693546d77245b0de4d405bab3886/vignettes/dplyr.Rmd#L4-L7

First of all - do we want it? Do we see benefits in doing so?
If yes then please proceed as usual creating sub-tasks for all the repos.

Please avoid doing this for a subset of repos - from a big perspective we want to have some consistency. If you need help - please cooperate / hand-over to respective repo maintainers.
