Deploying WAVS in production

For getting the WAVS stuff out, there's 3 options:
* we finish it up for USDC Base->Neutron (~1 week); most of it becomes useless when we migrate away from Neutron for USDC, some parts can be repurposed for EVM->EVM bridging but it's unclear how much
* we redeploy the ATOM vault on the Hub and do it for ATOM on the Hub (~2 weeks); this one seems like the most future-proof (are gas limits enough on the Hub? do 6s blocktimes hurt us?)
* we repurpose for ATOM Cosmos Hub->Neutron (~2 weeks); this one seems like a bad option since half of it becomes useless when we migrate away from Neutron to the Hub with the ATOM vault

No files, tests, or entry points are named. First resolve which deployment target is selected and document the required production scope, including gas limits and block-time constraints; done should be a clearly agreed deployment plan.
