Automated-waitlist for Hydro lockups

A Hydro community user suggested that Hydro could integrate a waiting list for lockups, where users could pre-lock their staked ATOM / stATOM tokens, and when a user exits Hydro, it would automatically pick tokens from the waitlist to create new lockups (if any).

Some ideas to limit large ATOM holders from pre-locking with lots of ATOM and not allowing any user from locking:
- put the gatekeeper on and restrict pre-locking to Inflow depositors
- something like "you can pre-register as much as you hold in Inflow"
- pre-locked tokens would be deposited in Inflow, and withdrawn (as stATOM?) when capacity frees up.
