Main menu dropdown failing to load intermittently for user in new tools

Description
The account/org dropdowns are loading inconsistently for an internal tools user. Expected cause would be that quartz/accounts and quartz/accounts/:accountId/orgs calls are failing, which does not seem to be the case.
