Correct "All Orgs" description in custom api token creation overlay

Description
The custom API token creation overlay has an option "All Orgs." But checking that box doesn't provide org data permissions for all orgs - only the user's _current_ org. The "all" refers to providing all resources _within_ an organization.
PR resolving this should add a conditional so that, in the Other Resources section, "All Orgs" is changed to "Current Org" so that users are not confused.
