Operator Page - General Design Changes

## ACs

- Make the whole operator page full-width, decrease margins
- Add a scroll bar for the whole page to allow vertical scrolling since org lists and user lists can get long.
- Move the "Convert to Contract" and "Delete Account" buttons to the top right of the entire page, in line with the page title
- Add icons to the "Convert to Contract" and "Delete Account" buttons
- Change the coloring of the "Convert to Contract" button to match the styling of the "Upgrade Now" button (Blue/Green gradient)
- Make the "Back to Account List" link larger text and add a left-facing arrow icon to the left of the link
- Add a title to the top section, call it "Account Details"
- Underneath "Account Details" arrange the information in accordance with Figma. That is, all the account-related content should be in the far left column, the billing content should be in the middle column, then the far right column should be the subscription status and salesforce ID.
- To the right of the "Account Details" section add an "Account Limits" section
- Move the "Account Organizations" section to be above the "Account Users" section. Also, update the styling of this section in accordance with the Figma design. Clockface component name: index list. Make sure the organization ID remains a clickable link that takes the user to the organization details modal; e.g., maintain existing behavior.
- Change the title of the "Associated Users" section to "Account Users" instead. Update the styling of the "Account Users" section in accordance with the Figma design. Clockface component name: index list.
- Make sure all the section titles are a bit smaller than before. Instead of them being the same size as the page title, make them smaller section headers. Refer to the sizing in the Figma design.
