Login/logout cypress tests fail to open the nav bar

Description
The login/logout cypress tests occasionally fail to open the nav bar. I added 5x retries to the test to see if it was just a flaky, but all of those attempts are failing. So I think this might be a legit bug in the UI?
Please investigate. These failures impact promotions.
