Design update: script title and action buttons

In order to save vertical space and make more room for the Monaco editor and results, I'd like for us to move the save, open, and new script buttons to be next to the title and decrease the size of the script title.

ACs:

- Decrease the size of the script title to Step 2 Bold (20.16px)
- Remove the button titles to only show the icons
- Reorder the buttons to show Save, Open, and then New
- Place the buttons next to the script title
- Create a title width max of 25% (or the same as the default panel width)
- Truncate the title with a "..." when the title is longer than the allotted title width
