Remove old ConfigCat params

**Proposal:**
Review all features using ConfigCat in production. For those which are no longer set to hide the feature, refactor code to remove the ConfigCat parameter, and then delete the parameter from ConfigCat.

**Current behavior:**
Too many configcat parameters that are out of date. This causes performance issues when using current ConfigCat parameters.

**Desired behavior:**
Remove unused (out of date) ConfigCat flags so that all features available in production for more than 30 days and NOT in a slow roll / pilot mode do not reference the out-of-date flags. Remove the flags from ConfigCat UI.

Remove the flag from IDPE's flags.yml file and run make flags to remove the flag from the IDPE codebase in addition to deleting it from the ConfigCat UI.

List of UI ConfigCat Flags for potential removal:
- Editable Telegraf Configs (check with Telegraf team and Sam Wang)
- New Hydrate Vars Functionality (Ari)
- App Metrics (Bucky)
- This needs to stay. The flag is on in cloud and off in OSS environments so that OSS users don't get a bunch of failed writes to servers that don't exist from their perspective - Bucky
