Load data scrollbar is unstyled on some tabs

Description
There appears to be a difference in styling in the scroll bars in the Load Data page. The Sources tab has the correct (styled) scrollbar, but other pages don't appear to have a correctly styled scrollbar.

**Steps to reproduce:**
List the minimal actions needed to reproduce the behavior.
1. Visit Load Data Page
2. Click each tab (Sources, Buckets, etc.)
3. Have enough items in Buckets or Tokens that a scroll bar becomes visible
4. Compare scroll bars on Sources to scroll bars on other pages
