new query editor needs to show up in dashboard cell editing

Problem: many of our users do their primary development within dashboards and the new editing experience is not showing up for those users.

Solution: if the new query editor is toggled on, it should be displayed when a user opts to edit a cell.

Desired:

we should be displaying the new editor instead with the `X` and `✔️` buttons in place that will:
1. save the query to the dashboard cell
2. return the user to the dashboard.
