Dashboard Usability: Allow adding a title to a note

**Proposal:**
Allow adding a title to a Note on a Dashboard.

**Current behavior:**
Currently, Notes on a Dashboard have the static title "Note" and it cannot be edited or removed.

**Desired behavior:**
I would like to set a title for a Note, or leave the title blank to reduce visual noise on the Dashboard.

**Alternatives considered:**
There are no alternatives that I'm aware of.

**Use case:**
- If you have several Notes that are used as labels on a Dashboard, leaving the title blank would reduce a lot of visual noise, allowing Dashboard viewers to focus on the data.
- Adding a title could provide meaningful context for the Note.
- Allowing an editable title for a Note would match the behavior for charts, and consistent behavior is good for usability.
