Notebooks: ability to drag cells

**Proposal:**
Drag notebook cells

**Current behavior:**
Can't drag cells

**Desired behavior:**
Capability to drag cells - might be limited to just flux script cells

**Alternatives considered:**
Just creating the cell afterwards and duplicating info from above

**Use case:**
Situations where I clone a flux script cell and I want to put it after my data viz cells. Can't drag the cell so I end up just deleting and copy+pasting the script to a new cell.

In my experience it's only been flux scripts that i've found myself wanting to drag so if this is an issue that a cell can be dependent on the others perhaps limiting it to just flux scripts/query builder.
