Dashboard Performance: A cell that has a bad configuration loses its cog, which makes the error impossible to fix

Description
If dashboard cell has an error, the cog to configure the cell isn't rendered. It's possible to create a cell that is in a perpetual error state, but not be capable of fixing that error, or removing the cell. The only option appears to be to remove the dashboard and start over.
