Remove paywall from Alert Notification Endpoints

Description
Currently, free tier users only have 1 option for an alert notification endpoint, Slack. We have the other two options, HTTP and PagerDuty, behind a wall for paying customers. We would like to remove that paywall so that all users can access the 3 endpoints, regardless of their tier.
## Acceptance Criteria
- If a user is a free tier and visits the alerting page, when they create a Notification Endpoint they should see HTTP, PagerDuty and Slack in the option dropdown and should be able to configure them accordingly.
