UI eventing doesn't work for visiting shared notebook

The event `Visited Shared Notebook` isn't being collected when the user visits a shared notebook. I can tell the event is firing but the metric isn't making it to Tools. I think this is because the user doesn't have an auth session and therefore the `/api/v2/app-metrics` endpoint isn't reachable. It's worth investigating to validate the root cause and see if we can work around this issue
