Notebooks: Add event monitoring to alert panel endpoint options

We'd like to add event monitoring to the alert endpoint options so we can see which endpoints are getting the most interest and actual usage. Once we get enough data on the following, it will help us determine the prioritization of the endpoints in the list:
- When a user clicks on an endpoint, we want to know which endpoint they are interested in using
- When a user saves the alert from the Notebook alert panel, we want to know which endpoint they chose for their alert

Question:
- Are the three endpoints in the existing alerts UI sending events? It would be nice to see the overall usage of endpoints, whether or not they are in Notebooks or the Alert UI.
