Tech Debt: investigate annotations open API typing issue

this PR (https://github.com/influxdata/ui/pull/2664) updated the openapi sha and brought in some annotations swagger changes that required some typing changes in the UI. There is a discussion in that PR around those typing issue and if they are neccesary. This issue is to investigate the openapi annotations changes (https://github.com/influxdata/openapi/pull/154) and figure out if we can handle the typing in a better way here (instead of using `any`: https://github.com/influxdata/ui/blob/master/src/annotations/api/index.ts#L71
