Notebooks: Investigate Persistent Options Menu Between Panel Interactions

We would like to investigate the usefulness of allowing users to interact with options menus remaining open for common panel types, starting with Flux panels (keeping the Insert Function menu open when interacting with several Flux panels). If this seems feasible, we should consider the following:

- Should we treat visualization options the same way?
- Should we treat client library options the same way?
- What should the hover state be when a user hovers over panels of the same type (i.e. Flux panels for insert functions would show a hover state when interacting with an open Flux panel)

## Acceptance Criteria

- Answer the question of allowing users to interact with panels of the same type while keeping the options menu open.
- If yes to the above question, determine hover state for moving between common type types.
