Modal resize jitter at high rate on Safari

Description
I’ve noticed this behavior twice now. In two different cloud environments. Some of the ui modals bounce really fast - much faster than this gif shows. I looks like it might be a sizing issue but I tried resizing the window, including full screen, and it still occurs.
This gif is in the explore page script editor. The jitter is much faster than the gif shows.
Safari: Version 14.0.3 (15610.4.3.1.7, 15610), osx, no js plugins
