Change Timezone in kapacitor alerts log

Hi Team,

We have created TICK and store the alert log in /tmp/alert file, but We want to see alerts in Indian Time Zone, but currently alerts are storing with UTC timezone.

So please help to change timezone in alert log.

Start by tracing how TICK alert output is written to /tmp/alert and where its timestamps are assigned as UTC. Check the existing timezone configuration and related alert-log tests, if present. Done means the alert log uses Indian time consistently without breaking existing alert output.
