Update influxdb2 via apt upgrade >> Get started page

__Steps to reproduce:__
List the minimal actions needed to reproduce the behaviour.

1. Influxdb installed on Debian 12 via deb
2. upgrade Debian (update from influxdb2 2.7.1-1 to 2.7.3-1)

__Actual behaviour:__
After the upgrade process, when I go to the WebUI, I have the Get Started page. So I have lost my data.

__Environment info:__

No source files or tests are identified in the issue. Start by reproducing the Debian 12 package upgrade from InfluxDB 2.7.1-1 to 2.7.3-1 and checking the WebUI and stored data; done means an upgrade preserves the existing data and does not return to the Get Started page.
