Cloud : Influx : UI : Billing Value Inconsistencies and Locations

__Steps to reproduce:__
I couldn't see the correct balance on my cloud account (just upgraded)... it turns out the credit and cost is in the bottom right hand corner of the root page (which I never go to) whereas the actual "billing" page (where I expected it to be) doesn't match up in any way? ... very strange, confusing, and inconsistent.


__Expected behavior:__
Values should both show credit amount and also running cost versus owed. Billing should have the most info.

__Actual behavior:__
Amounts and even display + variables differ.

__Environment info:__
Cloud service Version (4675fd7)

Reproduce the discrepancy on the cloud service version listed, comparing the root page's bottom-right credit and cost display with the billing page. Trace the entry points for both displays and identify why their amounts or variables differ. Done means both pages show consistent credit and running-cost values, with the billing page providing the most information.
