influxdb repos for Ubuntu only have the latest telegraf package

Description
For Ubuntu distributions the influxdb repos only contain the latest stable release of telegraf:
https://repos.influxdata.com/ubuntu/dists/bionic/stable/binary-arm64/Packages
All other distributions contain multiple historic releases.
This causes issue as we consume telegraf and influxdb as upstream dependencies in some of our projects, and we specify telegraf versions to ensure stability, when new release of telegraf comes out, the previous release is removed, causing CI to break and an immediate need for a version bump in new and existing installations of our projects.
