Description
__Proposal:__
Provide new notification endpoint type for alerts: webbrowser (Firefox) [Notifications API](https://developer.mozilla.org/en-US/docs/Web/API/Notifications_API)
__Current behavior:__
Only HTTP, Slack and Pagerduty endpoints allowed.
__Desired behavior:__
Sending alerts to my web browser (such as community.influxdata.com is able to).
__Alternatives considered:__
Mac OS X Message Center, Growl.
__Use case:__
Wish for a most direct messaging approach with lowest time delays.
