Support for Authentication Providers like Auth0 via OAuth 2.0

__Proposal:__
Chronogrph has already [OAuth ](https://docs.influxdata.com/chronograf/v1.8/administration/managing-security/) to authenticate users. Currently this is not supported with InfluxDB OSS.

Authentication via local login

__Desired behavior:__
Authentication via an Identity Provider like Auth0

__Use case:__
To enable more secure user management that is able to integrate with current user management solutions.

Define the supported Identity Provider flow, configuration needs, and acceptance criteria for authentication through Auth0 or a similar provider; the issue names no files or tests to begin with.
