[UI - Members - Question] Members - Add Member button missing

__Steps to reproduce:__
List the minimal actions needed to reproduce the behavior.

1. Open Settings > Members

__Expected behavior:__

Up until recent builds there was an Add Member button in the header of the Members Tab.

__Actual behavior:__
The Add Member button has disappeared. Question: Was this removed intentionally? Will it return?

N.B. There is a check in nightly selenium tests that this control exists

Start at the Settings > Members view and inspect the existing nightly Selenium check mentioned in the report. Restore the Add Member control if the current behavior is unintended, and confirm that the UI and the Selenium check both show the control.
