Research direction
Start from the issue's multiple-y-axis graph scenario in Chronograf and inspect how the existing axis controls are rendered. Reproduce a graph with multiple y axes using editor permissions or higher; done means min, max, prefix, and suffix controls are available for y2, y3, and later y axes.
