Resolve the /influxdb3/cloud/install/ redirect

`/influxdb3/cloud/install/` is aliased to `request-information.md`, but InfluxDB 3 Cloud is a fully managed service, so there's nothing to install.

Rather than add a page, the shared content that links to `/influxdb3/version/install/` should hide or reword those links for Cloud (`hide-in "cloud"`), and the alias should be removed.

Start with request-information.md and search the shared content that links to /influxdb3/version/install/. Reword or gate those links for Cloud, remove the /influxdb3/cloud/install/ alias and any related hidden anchor spans, then run link-checker. Done means the Cloud install redirect is resolved and link-checker passes.
