List member access to resources

@jstirnaman the full list of authorized resource-specific actions for each group is available in https://github.com/influxdata/granite/issues/2338. However, that list doesn't take into account which actions are available to customers via influxctl. We would need to cross-reference that issue with the commands that influxctl supports and makes available for customer use.

Start with the linked discussion in docs-v2#5650 and Granite issue #2338. Cross-reference Granite's authorized resource-specific actions with the commands that influxctl supports for customers. Done means the documentation includes the complete applicable list of member-access actions.
