Description
We could probably structure the UI, CLI, and API content as tabs under a "Create a bucket" heading. This heading structure came from before we were able to toggle tabs with URL params and we wanted to be able to link directly to content. Since we can now link directly to content in non-default tabs, I think tabs might be the way to go here.

Research direction
Locate the documentation section headed "Create a bucket" and review how its UI, CLI, and API content is currently organized. Convert those sections to tabs while preserving direct links to content in non-default tabs, then verify the rendered links and navigation.
