Proposal to update links to be more visible

feedback from #docs-feedback has occasionally shown that users are having a hard time noticing header links. Sometimes section headers are clickable and sometimes they are not. This can be confusing to some users. Using the image below as an example:

Maybe we can try popping out the color of the arrows to really indicate the header is clickable?
