Add information about configuration and logging on the OSS install doc

**Feedback**: Where is the config file for windows? Where does logging go?

- [ ] We should probably call out that 2.x does not need a config file like 1.x and doesn't install one on the system. We can then link to the [configuration options](https://docs.influxdata.com/influxdb/v2.3/reference/config-options/) doc.
- [ ] We should add a link to the [file system layout doc](/influxdb/v2.3/reference/internals/file-system-layout/#file-system-layout) on the install page as well.
