Create search component

Right now all of our search bars are handled as stylized input boxes. Instead, we'd like to create a search component to drive consistency among all search features within the app.

It should be able to handle different types of search results (ie. list filtering and docs searching).

Consider how this will look on both list pages and areas like the docs search bar.

Start by reviewing the existing stylized input boxes used for search on list pages and in the docs search bar. Compare the shown designs and identify the shared behavior needed for list filtering and documentation searching. Done should provide a consistent search component that supports both result types and the referenced contexts.
