Description
Right now there is a lot of duplicate ESLint configuration spread throughout the repo, along with duplicate packages in many of the library workspaces.
It would be nice to have a private workspace that all of the other workspaces could extend from so that we can have ESLint in one place and remove our top level eslint config

Research direction
Start by locating the ESLint configurations and package manifests across the library workspaces, then compare their repeated settings and dependencies with the top-level configuration. Define the private workspace boundary and verify that each workspace can extend it without duplicate packages; done means shared configuration works and the top-level ESLint config and redundant dependencies are removed.
