Make producing Windows installers from packaged applications turnkey

The [_Binary Compatibility_ document](https://github.com/indygreg/PyOxidizer/blob/main/docs/packaging_binary_compatibility.rst) currently says ["PyOxidizer will eventually make producing Windows installers from packaged applications turnkey."](https://github.com/indygreg/PyOxidizer/blob/main/docs/packaging_binary_compatibility.rst#windows), but that text isn't linked to any issue tracking the feature, and I couldn't find one when I looked, so... here is an issue tracking making producing Windows installers from packaged applications turnkey.

Start with the Windows section of docs/packaging_binary_compatibility.rst and review how PyOxidizer currently packages applications. Define the installer workflow and its turnkey criteria before identifying implementation and test entry points. Done means the documented Windows installer process is supported end to end.
