Description

> error: Parse error: unexpected identifier 'packaging_rules' here

Research direction

Start by locating the configuration parser and the code producing the "unexpected identifier" error, then reproduce the reported parse failure. Done means the error identifies the line containing the problem; the issue does not name a specific file or test to run.
