Description
Maybe a notification system can be introduced into RELATE? For example, notify the approaching deadline of a unsubmitted flow, grade release of a flow, along with notification for TAs.
I found an active project [django-notifications](https://github.com/django-notifications/django-notifications), will it be helpful to RELATE?
