Add interpolation-to-quadrature to interior/cross-rank trace pairs

This issue is a reminder for us to add in the interpolation steps to the trace pair routines. A clean way to do this is to make `DiscretizationCollection.connection_from_dds` do the right thing when `from_dd` is a base volume descriptor and `to_dd` is a face descriptor on the quadrature grid. This will likely need to use meshmode's chained connections to make this happen.
