Description
The receiver has a burden in that proving that someone you linked to also linked to a third party does not necessarily establish the level of confidence needed to declare something is appropriate for possible display on one's website, which is what usually happens to approved webmentions.
This is not necessarily an easy burden if your goal is more than simple spam protection and the protocol should not imply the ease of burden.

Research direction
No file, test, or entry point is named; begin by locating the Vouch specification text that describes the receiver's burden and review the issue's claim about confidence and display. Done would require a decided, concrete wording or protocol change that removes the implication of an easy burden.
