Option to Disable clipboard access request

**Describe the solution you'd like**
Users get confused/scared/negative when they see the prompt for remotely asking for permission to use the clipboard.
In view-only mode, the prompt should not appear.

clipboard access on/off could be stored in the device options.

Start by locating the view-only mode, clipboard permission request, and device options entry points. Trace how clipboard access is requested and determine how the setting should suppress the prompt in view-only mode; done means the prompt no longer appears there and the option is persisted in device settings.
