Resident Agents download not working correctly

**Describe the bug**
Downloading the Resident Agents Windows Installer (x64/x86) and installing it does not display the installer or load any further. You accept the install via microsoft screen and run as admin and then a loading indicator displays for a few seconds and that's it. I have noticed the file is only 280kb? Where as the other 32 and 64 bit files are 100mb +

I have tried the installer on both Windows 10 and 11 with the same results

The Portable Instant Support Clients downloads and works fine.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to Downloads
2. Click on Windows Installer (x64/x86)
3. Try to install the installer
4. Loading indicator for a few seconds and that's it

**Remotely Version**
Server 2023.02.14.2047

**Expected Behavior**
The installer should open to the remotely service installer

**Desktop (please complete the following information):**
- OS: Windows 10 and 11
- Browser [chrome]
- Version [2047]

Start at the Downloads page and reproduce the Windows Installer (x64/x86) download and launch on Windows 10 or 11, comparing its size with the working Portable Instant Support Clients. Trace the installer entry point and packaging output; done means the downloaded installer opens the Remotely service installer instead of stopping after the loading indicator.
