Description
Controlled vocabularies editable through the vocabulary edit interface that have ANY value in the "Type" field appear in the learning resource creation and edit forms as an available "Education Framework" that can be selected for a learning resource. This then also updates the list of associated nodes for that framework for selection in the interface.
This bug was identified when the "Contributor Types" and "Subject Disciplines" vocabularies were both inadvertently updated with "Type" values that should have added as additional vocabulary items instead. When these vocabularies had non-empty "Type" values they appeared as items in the "Education Framework" picklist. When the "Type" fields for these vocabularies were set to and empty string and the change saved they no longer appeared in the picklist.
This likely needs to be resolved in the API.

Research direction
Start with the API path that populates the Education Framework picklist used by the learning resource creation and edit forms. Reproduce the issue with the Contributor Types and Subject Disciplines vocabularies, then verify that vocabularies with unintended Type values no longer appear as selectable frameworks or add associated nodes to that list.
