Description
The example from experience is with Target Audience. This is not one of the CVs that can be added to by an inputter other than an editor, i.e., not a "flexdata" type such as keyword. It appears, however, that the same is true for flexdata CV types, e..g., keyword.

Research direction
Start by reproducing the edit, unclick, resave, and submit flow for the Target Audience CV, then compare it with a flexdata type such as keyword. Trace the edit-mode CV selection and submission persistence behavior. Done means an unclicked value is absent after resaving or submitting.
