Develop support for a Clearinghouse URL model for sharing/bookmarking specific searches

Develop the capability to serialize a search JSON block into a client URL that can be bookmarked and shared with others. This will require client code to both generate the URL for the user to share/bookmark and to automatically perform and display the results of a search included in the page url when the page loads.

Start by tracing the client-side search flow and the page-load handling for the search URL. The work should cover serializing the search JSON into the query parameter, generating a shareable URL, and loading and displaying results when that URL is opened.
