Image rotates the wrong way after flipping

I have found that if you first Flip a photo (either horizontally or vertically), then Rotate the photo - the Rotate rotates the wrong direction. Flip then Rotate Right actually rotates left, Rotate Left actually rotates right.

The behavior is reproducible in IE, Firefox and Chrome.

No file or test is named in the issue. Reproduce the problem in the editor using the Flip-then-Rotate Right and Flip-then-Rotate Left sequences, then locate the relevant image transformation entry points; done means both rotation directions remain correct after either horizontal or vertical flip in the reported browsers.
